vectors are paths - defined by mathematical equations - they have no resolution, and they can be enlarged to any size without quality loss. Raster (or bitmap), what we use in PS for chopping, is the entire opposite. The exact opposite of JPEG.

Make a 4:1 document, like below, i made a 800x200, could be any size, as long as its 4:1.
and type your text - could be any font.
then in the layer palette (window > layers) (F7), right click the text layer, and click on "Create Work Path".
this forms a vector path of the text you just did.
once the path is made, delete the text layer...
now you should see this:
make a new layer (optional), and start working on your design.
Using pen tools (e.g. Add Anchor point) and transform options adjust the font to your design, and add shapes / logos as you wish.
THE FINAL DESIGN SENT TO ME HAS TO BE IN VECTOR FORM. ALL VECTOR - 100% VECTOR!
i will NOT accept anything in RASTER / BITMAP!
JPEG supports Vector, just make sure its in the "PATHS" window!!!
If you are unsure, save it as PSD; again, any format that can hold paths / vectors is GOOD.
